There is and There are são usados ao falar de algo pela primeira vez.
There is a new program on TV tonight.
There is é usado para um pessoa ou coisa, também para uncountable nouns.
There was some water on the table.
There is a girl on the corner.
There is and There are são usados no sentido de existir. Então quando quiser dizer: Tem um cara no bar diga: There is a guy in the bar.
Se você dizer Have a guy in the bar está errado por que have indica possuir, e quem possui o cara na ação?
